eeef publishes its 2025 Impact Report
The European Energy Efficiency Fund (eeef), managed by Gresham House, has published its 2025 Impact Report, highlighting how its investments continued to reduce energy consumption and greenhouse gas emissions while supporting the modernisation of public infrastructure across Europe.
During 2025, the Fund’s investments and committed projects spanned nine EU Member States and the United Kingdom. Energy-efficient street lighting, public-building upgrades, hospital energy systems and renewable heat generation continued to deliver environmental benefits. LED street lighting projects typically reduced energy use by more than half compared with the systems they replaced.
The Fund also progressed investments in new renewable energy infrastructure, including a biomethane production facility in Latvia and a portfolio of solar projects in Italy. Partnerships with financial institutions in Lithuania, Latvia and Estonia extended financing to smaller energy transition projects, including renewable generation and battery storage. An additional €5 million commitment to Estonian bank Coop Pank further strengthened its capacity to finance eligible projects.
Alongside its investments, eeef’s Technical Assistance Facility continued to help public authorities prepare future energy transition projects through energy audits, feasibility studies and procurement support. The report also outlines the Fund’s approach to environmental and social safeguards and sustainability assessment.
