The UAB Klaipedos Paslaugos joins the eeef TA Programme to improve street lighting infrastructure in Klaipėda city

The UAB Klaipėdos paslaugos is a public sector-owned entity solely owned by the Klaipėda City Municipality in the west of Lithuania that will participate in the new Technical Assistance (TA) programme, strengthening the position of the Fund's Facility in the Baltic region.

The UAB Klaipėdos paslaugos is located in Klaipėda City by the  Baltic Sea Coast, Lithuania's third largest city, with circa 156,745 inhabitants (2023). UAB Klaipėdos paslaugos carries out several activities; among those, the most important are passengers' urban and suburban transportation services, operation maintenance and construction of public street lighting networks, maintenance of streets and sidewalks in the city, as well as charging stations for electric cars, and installation of traffic regulation infrastructure, etc.

On 26 August 2024, the eeef and the UAB Klaipėdos paslaugos signed a TA Agreement to develop the "Energy efficiency project: street lighting infrastructure improvement in Klaipėda City." The objective is to increase the overall energy efficiency levels in the city by modernizing the street lighting system, i.e., replacing 12,000 lighting points, 150 cabinet units, wires/cables, poles, etc. The UAB Klaipėdos paslaugos seeks to prepare and implement this ambitious investment program to help the city meet its carbon reduction goals and local strategic objectives in energy efficiency under the Klaipėda City Municipality Strategic Development Plan for 2021 – 2030.

According to a preliminary assessment, the total investment needed to implement the sustainable energy investment programme is circa EUR 11.1m. This will facilitate Klaipėda City to reach the required renovation and energy levels to contribute to the local and national targets. The TA services, provided by experienced consultants, will support the efforts of the UAB Klaipėdos paslaugos to prepare the investment project. Supported services include the completion of an investment energy audit for 12,000 street lighting points, preparation of a financial plan and street lighting calculations under the LST EN 13201 Road Lighting system and evaluation of the economic viability of the investment. Additionally, structuring of the tender documents to align with the public procurement process under Lithuanian law and EU guidelines (i.e., assistance during the evaluation phase of the bidders' offers for street lighting equipment and installation services, and/or detailed design services, if needed), external advisors, and legal analysis will be included.
